If you are selling to the public (ie, your site is BUSINESS TO CONSUMER), then it is not necessary to display tax at all, at any stage. All that must happen is that your displayed prices (and any cart totals) must be INCLUSIVE OF VAT.
This is in terms of HMRC Price Marking Order 2004 (as amended).
If however, your site is largely BUSINESS TO BUSINESS (such as a wholesale or trade site) then you should be displaying prices EXCLUSIVE of VAT.
If you use Andrew Moore's Incl/Excl VAT price display module (http://www.zen-cart.com/index.php?ma...roducts_id=848) then you can display prices BOTH with and without VAT on your site.
In order to get the prices and the vat to display correctly, you need to set up a UK zone, and then a tax CLASS, and then tax RATES that you apply to that class. (eg: 20%).
Then, you need to apply the tax CLASS to your products, so that they calculate the applicable RATE.
Then you "associate" the UK zone to that tax class.
