The 13 oz rule is for US shipping. International is anything under 4lbs. I just tried to overwrite that file in catalog/includes/languages/english/modules/shipping/usps.php
again but it refused to change from the 2006 version.

You need to find out why you think you are installing the files to your server and they are not being installed correctly ...
Those are the old files and they will not work correctly ...
