    The 13 oz rule is for US shipping. International is anything under 4lbs. I just tried to overwrite that file in catalog/includes/languages/english/modules/shipping/usps.php
    again but it refused to change from the 2006 version.

    You need to find out why you think you are installing the files to your server and they are not being installed correctly ...

    Those are the old files and they will not work correctly ...

    I mean I deleted the files first and then installed the files from the update directly in the control panel for my website. Not via FTP. What else could I be doing to make sure the new file is in there?

    That's exactly where I got it from. I will download it again but I literally just pulled it from there.
