With the templatemonster template you are using there isn't anyway we can help. You or someone has modified some code somewhere and left a php code ascrew.
I know this template and it is not the fresh install nature to do this so I would suggest replacing tampered files with a new unaltered by you one.

Play with it long enough and you will break it.
Look in the Tutorials and FAQs regarding the UTF-8 encoding; your configure.php file and your database don't agree on the encodings.
doubt it is UTF it is on only one sub catagorie. not the whole site.

Did you manually enter names & descriptions?
or
Did you copy names & descriptions from another program?
It is usually encoding issue, especially when copying and pasting from another program or importing in bulk.
Is your data setup for UTF8?
What you mean by "data setup for UTF8" ? in configure.php file in Admin and Includes looks like that:
