I want to create a new admin menu item with its own drop downs.
I am struggling to locate where to do this, I have added it in admin menu with the drop downs in admin pages, but it does not show up.
Help would be greatly appreciated.

If you are using v1.5.0, there is a new admin structure which requires such things to be "registered" before they can be used (for security).
Look at one of the mods in Free Addons which includes admin configuration items for a guide to how to do it. There are also threads in the forum with the information (admin page registration).

I don't know offhand which ones in Free Addons have up-to-date admin page registration; you could probably find one or more by reading the thread mentioned and its mates.
The Editable Home Page Centerboxes mod that I upgraded and modified for v1.5.0 has the required SQL. It is waiting for Diva to clean up the readme, and too large to attach to a forum post, but I can e-mail you a copy if you want.
Post 13 in [BETA] Admin Page Name Menu Override? has a good example of the configuration menu additions and page registration, even including cleaning out old versions from the db before adding the new.
