PayPal Express Error 1002

Cannot get PayPal Express to work and have double checked the 3 API settings several times.

Have checked with hosting company and they say CURL is active and both ports open.

PayPal cannot find any problems their end.

The error message is

We are sorry for the inconvenience. The PayPal account authentication settings are not yet set up,
or the API security information is incorrect. We are unable to complete your transaction.
Please notify the store owner so they can correct this problem.
(10002) 10002 Security error - Security header is not valid


*CURL is used for outbound communication with the gateway over ports 80 and 443,
so must be active on your hosting server and able to use SSL.


Have turned on the debug feature in Sandbox and tried a test order so now have around 20 email error reports but cannot tell from any of them what the problem is.

Can anyone steer me out of this mess as have been trying for 2 months and need to get the site live.

As I understand it, the sandbox and live API credentials are different, and you can't use one with the other. At any rate, that error message is pretty specific - there's something wrong with the credentials you're using. Search the forum for paypal 10002 for many threads about that error message.
