I noticed, looking through the function list at php.net, that the 3rd parameter (encoding) is going to change its default value at PHP 5.4:

Defines encoding used in conversion. If omitted, the default value for this argument is ISO-8859-1 in versions of PHP prior to 5.4.0, and UTF-8 from PHP 5.4.0 onwards.
Since the majority of the core usage of these functions in Zen Cart use only the first (string) parameter, is someone looking into extending the usage to include the encoding (i.e. CHARSET)?
