    Default Incorrect Tax, Shipping and shipping address getting to PayPal

    Am having a problem getting the correct information to PayPal. The flow is as follows:

    Add a product to the cart.
    Goes to "Your Shopping Cart Contents" page
    Click on "Check out with PayPal" button
    Goes to PayPal but does not pass shipping charge

    Click on "go to checkout"
    Goes to customer logon
    Goes to Step 1 of 3 - Delivery Information
    Click "continue checkout"

    Goes to Step 2 of 3 - Delivery Information (taxes and shipping displayed)
    Select PayPal as payment method
    Click on "continue checkout"

    Item total $219.99
    Shipping and handling $20.00
    Tax $14.34
    Total $253.34

    Goes to Step 3 of 3 - Delivery Information (taxes and shipping displayed)
    Click on "confirm the order"
    Goes to PayPal (Tas & shipping charges have changed)

    Items in wrong order on PayPal. PayPal shows:

    Tax is calculated on the shipping charges but is added to the shipping charges and not to the tax. The tax should be $14.34 and Shipping and handling $20.00. They should be in the following order:

    Item total $219.99
    Shipping and handling $21.20 ******** This changed from cart to Paypal
    Tax $13.14 ******** This changed from cart to Paypal
    Total $253.34

    Log in to PayPal account
    Goes to "Pay Now" page, shows correct total
    Submit payment
    Goes back to cart "Thank You! We Appreciate your Business" page

    Confirmation email states:

    Products
    ------------------------------------------------------
    1 x Lenovo T61 Laptop (7663-13U) = $219.00
    ------------------------------------------------------
    Sub-Total: $219.00
    Zone Rates (Shipping to US (1 x 13.00lb(s))): $20.00
    Sales Tax: $0.00 *********** No Sales Tax
    Total: $239.00

    Delivery Address (The delivery address changed)
    ------------------------------------------------------
    Buyer Ricksecker
    1 Main St
    San Jose, CA 95131

    Tax has been dropped and shipping address has changed!!!!!

    Found out I can turn off the PayPal button in Modules/Payment in the PayPal setup stuff

    The tax and shipping amounts are still in question. I think I had account in PayPal sandbox with this address and tax would not be collected from a California account.

    PayPal treats the "tax" field as *product* tax, and as such you cannot include shipping taxes in the "tax" calculation. So, they are adjusted so that shipping taxes are added to the shipping cost before submitting the subtotals to PayPal. The net result is the same, and doesn't need to be alarming. I don't think I've seen anyone ever mention the matter in 5 years.

    What you are saying is that this is a known problem and PayPal could care less?

    Let me bring you up to date on what I have found:

    PROBLEM !:

    Add a product to the cart.
    Goes to "Your Shopping Cart Contents" page
    Click on "Check out with PayPal" button
    Goes to PayPal but does not pass shipping charge

    With the PayPal button on the "Your Shopping Contents Page" you are supposed to be able to click on PayPal and it is supposed to pick the lowest shipping charge or just pick up the charge if you only have one shipping method. This does not work as it is supposed to. No shipping charges are passed to PayPal.

    PROBLEM 2:

    PayPal processes Sales Tax & shipping charges incorrectly. This appears to be a PayPal problem that they have not addressed.

    PROBLEM 3:

    The address changing was a result of my having a different address in the sandbox PayPal account than I had in the shopping cart. PayPal used the address it has and since it was in CA and not in FL, the tax was dropped. I have gotten this correctd in the sandbox and it works correctly and the confirmation email has the correcty information.

    An intersting note here is that even though the initial entry screen in PayPal does not handle the tax & shipping correctly, they are correct on the confirmation email.

    If the customer hasn't created an account or logged in before clicking on the Paypal button on the shopping cart page, Zencart has no way of knowing what the shipping charges should be since it doesn't know the customer's address until he/she provides that information to Paypal.

    Problem 1, as stevesh has accurately stated, is basically by design. It's not a bug. It's merely a result of the fact that the store can't assess shipping or taxes without first knowing the customer's address.
    You can turn off that PayPal shortcut button from the shopping cart if this limitation is something that your particular customers can't comprehend. You mentioned this yourself in one of your posts. By doing that they will be forced to login first, providing the necessary address info, and thus when they do get to the PayPal screen the shipping/taxes will be included.

    Problem 2 - this is not a bug. It's by design as far as PayPal is concerned. You're certainly welcome to lobby PayPal's development team to re-architect how they handle shipping taxes.

    Problem 3 is, as you say, a non-issue.

    This is not the case here. A customer account was created in ZenCart and logged on before clicking the PayPal button. In my installation, after removing the PalPal selection from the "Your Shopping Cart Contents" page you can't finish the check out process without logging in to an existing account or creating an account.

    The store does not assess shipping or taxes without knowing the customer's address. You have to log in or create an accoutn before it does so. Taxes and shipping are correct at this point. They are incorrect on the first screen when entering PayPal. Fail to understand how PayPal thinks this is correct. Tax and shipping are returned to the correct values in the confirmation email.

    We can't answer questions about PayPal's decisions about how their systems are designed. Zen Cart simply follows the rules they present so that the transactions can be made and sales completed.
