Out of stock items not showing up on website

We do not use the inventory tracking in Zen Cart. I want to mark items as "Out of Stock" but when I do, the admin automatically marks the item as "*Product is Disabled" and the item does not display on the website.

I've got the following settings in Configuration>Stock:

Check stock level = false
Subtract stock = false
Allow Checkout = true
Products status in Catalog when out of stock should be set to = 1

Am I missing something? I've looked through every post I could find about this issue. Most of them are for people having trouble hiding out of stock items.

A link to the site might be useful, in case you've installed a template which is messing with that function.

We are using the "Electronic Black Lite" template. I didn't figure the template would have something to do with how the admin is treating the items I want to mark "out of stock." But, maybe the template is causing them not to display on the site.
