database setup - failed connection

I have same problem. The error is "Connection to Database failed
Lost connection to MySQL server at 'reading initial communication packet', system error: 110"
The sql database is on a server, different by myhost where is my website.
databese host is : edu.host-ed.me
Database Username is : eduhoste
Database Password : xxxxxxxx
Database Name: eduhoste_one.sql
Session/SQL Cache Directory: edu.host-ed.me/public_html (in this directory is the eduhoste_one.sql )

What is the problem? the error.
Please help me.

Your "database name" is NOT some filename ending in ".sql" found in your FTP files.

The "Database Name" is the name of the MySQL database inside your MySQL Server. Contact your hosting company for specific help in creating a MySQL database.
