Can I use notifiers to assist during product edits/updates?

I'm not sure what you're asking; are you asking whether the Notifiers work in your admin area? If so, you are correct, the Notifiers work in your "catalog" section only. For changes to your admin area, you'll need to edit the "core" files.

If I wanted to make XML with product and products properties, and save it as file - and change it (XML) only if some of products is updated or deleted, how can I do it in Zen Cart if I dont have observer/event for product update/delete ...
Do you have any ideas?

You would need to add your custom code to the end of the update_product.php script, located at:
/admin/includes/modules/PRODUCT_TYPE/update_product.php (may or may not exist for a given product-type)
and/or
/admin/includes/modules/update_product.php (fallback master if no product-type-specific file found as described above)
