Sounds like some sort of incompatibility in your Windows server vs the features and tools and security resources included in the Zen Cart files you're uploading. Such incompatibilities are unsurprising with servers running IIS.
What's the business reason behind using Windows for your server?

You started this discussion in the section of the forum entitled Installing On A Windows Server ... so the implication is that your webserver is running Windows. So, my question is: why did you make the choice to host on Windows instead of Linux?

I thought that was what I had done in the past... I am guessing I made a mistake? Is Linux the proper choice?
It's up to you. Linux is usually much more stable and easier to support.
But, while it's rare, some people do have specific technical things they need Windows hosting for.
Anyway, your problem seems to be something related to something on the server.
