Error: Zone Rates (The shipping rate cannot be determined at this time)

Hi there,

I am running 2 Zen Carts. One is 1.3.9 and the new one is 1.5 and I have installed Zones for the shipping module. Since my items have no weight, the shipping rate always is calculated on weight basis with 0 kg. In the 1.3.9 shop it works well (for years now already) and I have exactly the same settings for the zone rates in both carts:

Check your settings on Configuration ... Shipping/Packaging ...

Order Free Shipping 0 Weight Status
If there is no weight to the order, does the order have Free Shipping?
0= no
1= yes

And make sure that this is set to 0 ...

Also make sure that the Tare Rates are set to 0:0 ...
