Confirmation Email Order Total displaying three decimal places

Noob here,

So here is my issue:

Sub-Total: $35.78
United States Postal Service (1 x 0.11lbs) (First-Class Mail (2 - 5 days)): $2.70
Tax: $0.22
Total: $38.695

The total in the confirmation email sent to customers and Admin, is displaying three decimal places and I only want it to display two. I have search through the forums and google with no luck on how to solve this issue. I have double and triple checked my currency settings and they are set for 2 decimal places.

I have no clue about PHP however, I am fairly certain it is just a matter of rewritting the section in that the produces $ORDER_TOTALS so it will round to two decimal places. PLEASE HELP. I have been working on this issue for over 96 hrs.
