When I add a FREE SHIPPING item to cart, it changes shipping of other items

Hello,

I had a customer point out to me that my shipping estimator is changing values when it shouldn't. For example:

1. Customer adds oil filter to cart and estimates shipping to be $8
2. Now customer adds bumper to cart (bumper is configured to "Yes, Always Free Shipping" and 0lbs)
3. Customer estimates shipping again and now the estimator is showing $17 for the same filter.

Is there a setting that I need to change to make the estimator stay at $8 ???

What shipping module are you using for your shipping?

I am using the FedEx Express and FedEx Ground shipping modules, and freeshipper

What is the weight on the oil filter?

In your Zen Cart Admin, what are your settings in the Configuration ... Shipping/Packaging ...

Are you using dimensional support on this?

Settings:
Country of Origin United States
Postal Code 78613
Enter the Maximum Package Weight you will ship 70
Package Tare Small to Medium - added percentage:weight 0:3
Larger packages - added packaging percentage:weight 10:0
Display Number of Boxes and Weight Status 3
Order Free Shipping 0 Weight Status 0
Shipping Estimator Display Settings for Shopping Cart 1
Display Order Comments on Admin Invoice 1
Display Order Comments on Admin Packing Slip 1

I'm not sure I understand the "dimensional support". I am using a dimensional weight for the product. Is there something I need to adjust in the cart to support dimensional weight?

I have not used the dimensional shipping with this so I do not know what it may be adding to the charges if you are using dimensions ...
