Default Fatal error: Cannot redeclare zen_create_random_value()

At first, my English is not the best, but i will try.

We have have our own VPS (Virtual Private Server) with Linux.
We have multiple domains (ex. www.xxxxx.nl)

On one of the domains we have (for testing purposes) 3 zen-carts installed. All 1.5.1
2 of them are copies of an existing zencart on another domain. (previously upgraded from 1.3.8 to 1.5.1)
1 of them is a fresh installed zencart (fresh install of 1.5.1)

The problems we have with all of these test zencarts are the following:
When you go to one of the domains (front-end) we get a white screen. Or the notice: HTTP fault 500 - internal server error - This page cannot be displayed.
When you click F5 nothing happens (at the same moment of clicking F5 our VPS is making the following log:
PHP Fatal error: Cannot redeclare zen_create_random_value() (previously declared in /var/www/vhosts/xxxxxx.xxx/httpdocs/xxxxxxxx/includes/functions/functions_general.php:626) in /var/www/vhosts/ xxxxxx.xxx /httpdocs/ xxxxxxxx /includes/functions/password_funcs.php on line 86

But when we go to the back-end, log in and click anywhere in the backend, then the front-end is working fine.
Then the front-end is working fine for several minutes, after that, without clicking in the back-end the front-end stops working again.

What is going wrong? Hopefully anyone can help us out.

BOTH of these files were updated as part of v1.5.1. But apparently you're still using old versions of at least one of them, perhaps both:
    /includes/functions/functions_general.php
    /includes/functions/password_funcs.php
