Incorrect Total after tax (VAT) display (exclusive total is the same as inclusive)

Database: MySQL 5.5.25a-log
PHP Version: 5.2.17 (Zend: 2.2.0) PHP Memory Limit: 128M
Zen Cart 1.5.1 straight install

I have added all the relevant zone and tax info. One of my products attracts tax (VAT) and shows correctly in the product admin.
On the front end it only shows the pre-tax price (i.e. that is an error).
When I add it to the cart the ex-VAT price is shown (another manifestation of the error)
However the checkout correctly shows the pre-tax price, the calculated tax (VAT) and then fails to add the tax to the total.

The user I log in as is to test the cart has an address in the UK (the same location as the store itself).
Any clues gratefully received (hopefully a screenshot will be attached to this posting)

The above link dances around the subject but doesn't really solve my problem. Anyone looking at my previously attached screenshot will see that there is clearly something wrong (no tax in total), which is either a bug or a bad combination of settings.
Should be easy for a zen master to solve surely?
