What template do I adjust to move submit button on account sign-up page to left side

I need to move the submit button from the right side of the page to a least the middle but preferrably the left hand side of the creat account page. Is that done through the css file or the template file and which one.

As the question is stated, the answer would be yes as either could control the position of the button. With a look at the site, we could give a better answer.
