UPS shipping weight less than actual weight - disagrees with shopping cart

I think I have exhausted all the possible threads before posting.

Shipping UPS with free standard shipping in continental US.
Tare set to 0:0
Also available Next Day, 2nd Day, & 3rd Day

Item weights are 11, 14, & 17
Max Weight is set to 18 so each item will always ship in a seperate box.

If one item is ordered the "Shopping Cart Contents" header has 1 item and correct weight. Shipping Methods has 1 item and correct total weight.

If more than one item is ordered the "Shopping Cart Contents" header has correct number of items and correct weight. Shipping Methods has correct number of items and an incorrect weight. (ex: 2 items weighing 28 lbs -- UPS lists as 2 items weighing 15.40 lbs).

What are the products_id that you are adding to the cart and the quantities that you are using?

I tried several, but the last I tried was:
Product_id 161
model 1503
QTY: 1 12x16 and 1 18x24. Also tried 3 12 x 16.

Are both Tare Rates set to 0:0?

Yes. Over the past two days I've tried it both ways.

Can you please check that in the Configuration ... Shipping/Packaging ... that both Tare Rates are set to 0:0, as you shipping does not appear to be working that way based on the weights you have on your Attributes ...

Also check and see that you still have your Maximum Weight set to 18 ...

Do you have weight set on the Product Weight as well as each Attribute?

Yes all tares at 0:0, and max weight is 18.

Yes. Product weight is 1 lb. Then added weight per attribute. When product weight was zero and I utilized only attribute weight, neither the shipping estimater or the ups weights worked. With product weight at 1 lb, the shipping estimator heading weight is correct, but not ups.
