International Per Item Shipping and Domestic Per Order Shipping * please help

We are STILL scratching our heads on this one! Over 100 views but no response!! Please help.

Client would like $X for each item that is ordered Internationally (outside US)

and $X PER ORDER for each item that is ordered Domestically

We have considered installing the Dual Shipping Module but it doesn't seem to be reverse compat. between 1.3x and 1.5.1.
PLEASE let us know if there is a way to do this or what the best solution would be.

$X for whole Order for US

$X * Quantity for Rest of the World

Or are you saying something else?

Yes, you have figured it out.

Per order shipping for domestic (say, $4.99)

Then per item shipping for international (say, $9.99)

Create a Zone for US shipping, either that is all of the US Zones which includes the 50 States and DC plus the US Territories ...

Then create a Zone for the Rest of the World ...

Set the Flat Rate flat for the US Zone and its rate ...

Now set the Item Rate item shipping for the Rest of the World and its rate per Item ...

Ajeh, I have tried to do this. My developer has tried to do this. Ad nauseam.

Is there a way you could come up with a nominal fee to assist us? I would greatly appreciate it -- even if we are going to pay you :)

If not, what do you consider the US?

US 48 plus DC?

US 50 plus DC?

All of the US states plus DC plus the US Territories?

I will stay speechless until I get a confirmation from client (they dummy-test things for us meek developers lol)
