Hmpf... a "premium" template that disables two simple stock functions:A stock Zen Cart will automatically display the current year here, and unless you named your store "YourStore.com" when you installed it, it is missing the automatic store name display.Copyright © 2012 YourStore.com
That should tell you something about the template's maker. No telling what other stock elements or admin settings they have overridden so that you can't easily change your store to suit yourself. There are many HTML errors and outdated coding practices in the template, as well.
Anyway, moving the add to cart button in the product info page is a matter of editing /includes/templates/your_template/templates/tpl_product_info_display.php, and moving the code block marked by either <!--bof AddtoCart_Tab sc3--> or <!--bof Add to Cart Box --> depending on which of these you want to move. It appears that only the tab block is displaying when javascript is enabled for your site, but in that case, the add to cart is always linked in the tab row at the top of the page. Are you saying you want the add to cart above the whole tab row, not depending on clicking a tab before you can click the add to cart? That sounds like a reasonable desire; I wouldn't hide the add to cart inside another normally hidden element. You might need to edit your stylesheet, as it is probably deliberately hiding the non-tab add to cart.

I would like to add it some where by the product image.
Do you mean above the image inside the "Product Description" tab? To do that, you need to move part of the
<!--bof AddtoCart_Tab sc3-->
code block to just after the start of the "sc1" tab div, and eliminate the div wrapper for sc3 so it does not confuse the tab script.
It is fairly complex and needs to be handled just right to maintain correct function.
