checkout text changes - steps 1-3

I'm trying to locate the files for the checkout process - steps 1-3 to change the wording, can somebody help me with what files control this?

Also, I would like to change the wording on my shipping options as well as shipping popup module, any ideas?

MOST static text descriptors are in LANGUAGE.PHP files.

Use the DEVELOPER TOOL KIT under your admin tools menu to find strings of text, then edit their DEFINE statements in the appropriate language file.
