USPS Module not returning rate quotes

Just had a regular customer indicate the USPS module is not returning rates. I have this on a site that is 1.50 and two that are 1.3.9h all exhibit the same behavior no matter what the product. Nothing has changed with the sites and I received a order with USPS on Tuesday (for a US customer). The customer is in Russia and it seems to be related to this specific country (Russian Federation). I put in Peru and Iceland both returned rates. I'm at a loss as to what it could be, my last Russian order was on 3/24/2013. Any ideas on what it could be would be helpful. Thanks.

Which USPS module are you using? Are you using the latest update for 2013? Or still the old one from 1.3.9?
What settings have you enabled within the module?

What's your URL?
Did you test getting quotes using your customer's address?

Using the USPS version date 3-27-2013. URL's are www.navigatorschoice.com, www.scubastevesmarine.com and www.scubastevesinternational.com. I have used Estimate Shipping in the cart to look at what Russian Federation returns and also looked at a few other countries. Of the various countries I got Estimated Shipping Costs for the only one that didn't return a USPS quote was Russian Federation. None of the settings have changed since installation of the module

What are your settings in the Configuration ... Shipping/Packaging ...

If you go to your Zen Cart Admin ... and in the Localizations/Taxes ... Countries ... go to Russian Federation (around page 9) and change to Russia ... does this fix the issue?

Interesting that seems to work, so USPS recognizes Russia but not Russian Federation any longer it appears.

It is rather odd ... this was not an issue in the past ...
