Deprecated: Function set_magic_quotes_runtime() is deprecated in /home/. . . /public_html/includes/application_top.php on line 19
Looks like our host upgraded php overnight. This is 1.3.9h cart. This is a production cart and we can't upgrade until all of our mods, template, external tools etc are compatible.
1.3.9h cart info: PHP Version: 5.3.23 (Zend: 2.3.0)
We are also running a 1.5.1 with the same host (different hosting account) and that server info is 5.2.17 (Zend: 2.2.0).
That cart is running fine. But the 1.3.9h can't do anything: add to cart, reviews, even the CSS is broken. I opened a ticket about this a few hours ago and no answer yet.
Is there a patch or something else I can do for my poor cart?

You may think you're running 1.3.9h, but if that error is being triggered on line 19, then your application_top file isn't from 1.3.9h.
