Can you explain WHY you want to use Standard?
Are you just afraid of the word "Express"? ... because they have SAME requirements in your account, and give the customer the SAME experience.
The only difference is that Express Checkout is actually more reliable.
So, why would you want to use Standard?

There is a cost for Express, right? I know it is small, but my business partner does not want an additional expense. That is why. :-(
I believe he is looking at Paypal Advanced which requires you to enable Express as well.
He is seeing the fees for "Advanced" and seeing the word "Express" so believes the fees apply to Express as well.
The "fees" such as they are. Are the same for Standard and Express. There is NO monthly fee like Advanced has.
There isn't a monthly fee? Okay, I will look back at it and see. Thanks!
