Cancel and return to site from paypal express checkout page

Hello,

Here are the steps that I'm able to repro on my site.
1. Clear cache. go to home page.
2. login.
3. add an item to cart.
4. on the cart page, click paypal express checkout button.
5. after being redirected to paypal to submit payment, click on the link at the very bottom that says: "Cancel and return to site".
6. when redirected back to the site, it brings me to the "Step 1 of 3 - Delivery Information" shipping page.
Why does it not just bring me back to the cart page?

If I test this without logging in (step #2), then it does bring me back to the cart page.
