On Product Display Page add text before Price when using Qty Discount & change Price

Hi:
I saw this solution some while ago but cannot put my finger on it now,
when using Product Price Manager, I would like the price shown on the product display page to be the lowest price showing in my QTY Discount block, and to add text before the price ie "Priced as low as......"
