Is there a way to upgrade the php version a cart uses without upgrading the whole cart?

You need to use a version of Zen Cart that supports the PHP version your server is using.
or, you must use a ZC version that is designed to work on the PHP version you've got on your server.
So, if that means changing one or the other, you'll need to make the necessary change..
