    I actually deleted the file and uploaded the changes for the admin config

    /**
    * WE RECOMMEND THAT YOU USE SSL PROTECTION FOR YOUR ENTIRE ADMIN:
    * To do that, make sure you use a "https:" URL for BOTH the HTTP_SERVER and HTTPS_SERVER entries:
    */
    define('HTTP_SERVER', 'https://www. .net');
    define('HTTPS_SERVER', 'https://www. .net');
    define('HTTP_CATALOG_SERVER', 'https://www. .net');
    define('HTTPS_CATALOG_SERVER', 'https://www. .net');

    // secure webserver for admin? Valid choices are 'true' or 'false' (including quotes).
    define('ENABLE_SSL_ADMIN', 'true');

    // secure webserver for storefront? Valid choices are 'true' or 'false' (including quotes).
    define('ENABLE_SSL_CATALOG', 'true');

    I was having issues with SIM as well. At first I chatted with Authorize.net to see if it was something on there end but it turns out that my hash phrase was incorrect. I would go back and check all of your settings just to make sure they are correct. I literally spent this entire day trying to figure out why I was getting re-directed from authorize.net to a scraped page from my website with none of the CSS.

    No, it's unlikely that the file is cached. Certainly not in a traditional server configuration.

    More likely the file is read-only and thus the updates you're trying to make are not getting saved.
