Dual pricing/ hidden wholesale...

Hello,
I currently use dual pricing and hidden wholesale. I would like to add a level 2 for each product as well as a level 1 wholesale.
I eventually want to end up with...

Product 1 normal (viewable by everyone)
Product 1 wholesale 1 (viewable by level one people)
Product 1 wholesale 2 (viewable by level Two people)

Then the same for the next product and so on.

My actual problem is that For the level 2, how do I make that product viewable by only level 2. It says on a product pricing for mix levels that you put... 1, 1.50 Pricing seperated by a comma.
As I have no level one price to put in, what do I do? I tried putting in (space), level 2 price but that didnt seem to work.

Does anyone know what to do?

As level 2 wholesale will also have different quantities to level 1 it may need to be its own product. I have tried but cannot get it viewable by only level 2.

OR

Is there a way to have a special login just for the level 2 as they are trade wholesale and want it seperate.
