keep showing subcategory on the category

In the 1.69h the main category will show on the left column, and only click on the main category then the sub category will show. how can I let zencart keep showing all the category and subcategory?

Under "Configuration" > "Layout Settings" > "Categories - Always Open to Show SubCategories"

Set the value to 1.

but I check the options: 1= on, Always show Categories and SubCategories "when selected"

I already set to 1, but the subcategory shows only you selected the category, the other still not show

For that, you need an expanded categories mod. There is at least one in Plugins, but they have various issues that make them tricky to work with. Fragfutter's Uncollapsed Categories mod, linked from the forum thread he started for it, works exactly like you want with no hassles. It is also available as an option bundled with Categories Dressing from Plugins.
