Hi,
I used to have a v139 store and I could do a cc refund from within the admin but I noticed this option is missing in my v150 store. Is this a new safety feature or am I missing something?

In the modules which support doing refunds from the Admin, that feature was not removed.

My paypal module still allows me to do refunds. Could I be missing a file?

If it's not working as designed, then ya, you're probably missing files or your files are not the same as the originals.

I looked under includes/modules/payment and could not find any missing files and I checked under admin/includes/modules and no luck either. Should I be looking somewhere else?

The authorize_net sim credit card module.

The SIM module doesn't have that capability.
But the AIM module does..
