2 shipping address limit, but add more via SQL?

I've limited my shipping address count to 2 in the store
configuration and I want to leave it that way -- it works --
except for one client for whom I want to manually add
about a dozen more shipping addresses for their convenience.
I could bump the 2 limit up to 14, but I'd rather not require
the extra storage space necessary for everyone else (which
may or may not get used, I know, I know) to go beyond
the limit of 2 for everyone else which has worked fine for
five years now.

1) Can add those additional shipping addresses, via SQL
and phpmyadmin, and
2) If I do do that, will all 14 or so display to that one client,
or will only two be displayed?

No. The address book entry limit is site-wide (in the Configuration table) and is not assigned to individual customers.

Can I momentarily bump it to 14, quickly add 12 addresses,
then reset it back to 2? Will they see 2 or 14?

A quick test suggests that will work. I set the maximum to 4, logged in and added 3 addresses, logged out, set the maximum to 2, logged back in and I still had the 4 addresses to choose from. Logging in as another customer, I only was able to have 2.
