tax always displays zero

Hi everyone,
the whole week I'm breaking my head why my tax rate is always showing 0 in the checkout and confimation page I don't know how to solve this issue. The options in configuration>my store for the taxes are:
Tax Decimal Places 10
Display Prices with Tax false
Display Prices with Tax in Admin false
Basis of Product Tax Shipping
Basis of Shipping Tax Shipping
Sales Tax Display Status 0
Show Split Tax Lines true
Store Status

even if I change Display Prices with Tax and Display Prices with Tax in Admin into true the same result comes up...

I checked my zone definition tax class and tax rate and everything seems to be right. Please I need help here.

Shouldn't the tax decimal places be 2?
