USPS shipping module is charging tax on shipping but Tax Class is set to "none"

Hi all,
We recently started using the Unites States Postal Service module. We do not want to charge tax for shipping, but ZC is somehow charging tax on shipping. In the Shipping module configuration, I have Tax Class set to "none". What else can I do? Thanks!

Are you using a zone setup? (I am not sure about the possibilities leading to your issue) seems that zones also offer a tax rate and perhaps that is being applied as well?

Able to elaborate? Internal human error in that code was changed? Someone made a report incorrectly? Etc.? No need to be detail specific, but the lesson learned may help others.
