Free shipping or a percentage off if order is over a certain amount

I am trying to decide on one of the two options to offer my customers. Would these be something that could easily be set up.

Free shipping on order over a certain amount.

Or

A set percentage off orders over a certain amount.

Easiest would be free shipping over a certain amount through the modules->order totals, turn on the shipping module ot_shipping, and then set the monetary amount over which shipping will be free. This module could be cloned to address weight and possibly could be modified to handle a percentage off, but no modification is necessary for. Free shipping over a monetary amount.
