Registration before able to use shopping cart

I am looking at building a shopping cart system for a wholesale pharmacy. They require that users must provide professional licensing information before being allowed to shop on the system. All user requests would have to be reviewed manually before access to the shopping area would be permitted. They are not concerned about the SEO impacts of securing content.

Are there any add ons or built in features that would allow me to perform this initial registration step?
