PayPal Express Checkout (NVP 84.0) getting 10736 errors

I'm getting this error 10736 too often. I was going to switch to PayPal exclusively -- but this error code is bad news for business. I don't know what to do. I've fiddled with the settings, but it keeps coming back.

I'm using ZenCart v1.5.1 on an apache linux server. I'm using the PayPal Express Checkout (NVP 84.0).

Please take your issue over there. Have you enabled the plugin's debug logging? If not, please do so and either post or PM me a copy of the logs you receive when the error occurs.

Also, please list any additional plugins you have installed.
