Download the diy responsive template which has the switches and files in that template. Just take the relevant switches and put them in the footer or elsewhere. But maybe I am not seeing what you want, but putting a switch to desktop view would NOT switch out the menu. The menu appears on screen size which would negate switching to desktop for that purpose. Of course this assumes you have not changed the calls for when the menu appears and dissapears. But further if you wanted the desktop menu that goes horizontal, it would not make life easier for your customers as the hover effect would not make it work properly.
You can test this out without switches right now by using the base browser and clicking the setting "request desktop site". This will act the same way as the switch which would allow you to test the site out if its what you want.
I've been looking around for hints/tricks to place EZ pages TOC above the text on EZ pages instead of in a box to the right.
The TOC positioned to the right plays havoc as the screen width shrinks horizontally. Page text formatting is fine as the page width shrinks.
The only work-around that I've come up with is to significantly shorten the TOC labels. OR have the labels 'wrap' if they extend outside the line of the TOC box.
Ideas?

Thank you Anne, downloaded the approved update.
There's a small hiccup in the new \common\tpl_header_tablet.php file (at least on my Android tablets)
Moving the login, cart & checkout icons to the header has moved the currency down into a large white area.
This is on an Android tablet, portrait mode, 800px wide if it makes any difference. Chrome, FireFox & native Samsung browsers. It does not look that way in the FireFox WebDeveloper::ResponsiveDesignView when set to 800px wide.

FYI: The revised positioning of the search box causes the site tagline to need to be condensed to fit within the allowed space. That actually had a positive effect in forcing me to keep things condensed for smaller screen sizes.

Changing color scheme is the most significant difference. From a few customer comments regarding finding buttons, we have a pretty bright green to help guide them to the buttons. There are still a few color tweaks that I haven't found or gotten around to.
The database will be wiped clean before going live, so anyone is free to place orders. We guarantee that nothing will be shipped.
I did find a couple of 404 errors in template links that return to the host 404 error page instead of the zencart 404 error but have turned those pages off. If you don't already have them in a list, I'll post them once I have everything together. The errors are present in your demos so it's not something that I've done.
We are debating on posting a note in the homepage banner that customers using Android w/Chrome browser and customers using Windows tablets will have to find an alternative browser or device.

I am not sure what I was doing at that particular time, so I cannot recreate the issue. I have changed the Admin/Configuration/WestminsterNew EZ pages in header menu setup from true to false a few times and the error doesn't get triggered on those occasions.
