Default Pound sign displaying as £

I've had zencart installed for years, but this is a totally new fresh install of v1.5.1
    Everything is working fine.

But when I enter a £ sign in the text of product description or on a page like shipping info, it displays £ instead of just a £.

If I use & pound ; it displays fine.

I can't find any reason for this and was not an issue I had using 1.3.9.

    Any ideas?

    Thank you.

Having said it was a fresh install, I infact updated the database from my old 1.3.9 and used all the new files.
    So my DB was upgraded.

    Is this a utf-8 issue?
If so what is the fix?

But what if you do want to go to utf-8?

Then set up a TEST COPY of your site, and try some tools to do the conversion. There are some experimental mods in the plugins area, and there are a number of (admittedly questionable) articles all over the web with people talking about how they experimented with it, with varying degrees of reliability.
Once you've satisfied yourself that you have a reliable method after working with your test site, then you can implement on your live site.
