Best Seo Plugin?

I saw a few different seo plugins but I wan't to know what is the best?
Does it slow the site down?

The topic of these url rewrite mods has been beat to death here in these forums and elsewhere. The best SEO mod for your site is unique high quality content. It's been a long time since the search engines cared about the dynamic urls. I always advise my clients not to install these mods. Zencart sites with quality content get ranked just fine without them.
