One other thought, your UPS Access credentials can give you Published Rates or Your Negotiated Rates. This is setup on UPS's side. This does not look to be your problem but just something to keep in mind.

Is it possible for me to charge shipping manually after the order has been made? I can just put in my description that shipping will be added to the order after based upon shipping zip???
