But I'm trying to comprehend how it all was functional in the sandbox 1.5.3 install without any intervention on my part and how it all disappeared (or undid itself) when I repeated the written steps from the sandbox when updating the live site.

Logfile probably indicates an OOPS or overlooked edit when moved from sandbox to live

Go to Locations / Taxes ... Zones Definitions ... and for Idaho click on the DETAILS ... what do you have set?

You should see:
Country: United States
Zone: Idaho

If not, you need to set the DETAILS of the Zone Definition for it to work ... the red dot means the Zone is not defined so you will get everything ...

Created the Idaho zone and all appears to be functional now.

I just wish I knew why the settings were lost during the upgrade process. It makes me worry that other things might be a problem but not be found before it is too late to start over.

It is odd ... it is almost as if the table did not copy over to your new database with the data included ...

Just looked at the DB.

It looks like that when I "Dropped" the table prefixes, that the prefix to zones and zones_to_geo_zones did not get dropped. So, I essentially had duplicate tables; one set with a DBprefix and the other set without.

Relieved. Whew.

Now that I have a "Trophy" to wave and say "That was it", I feel much better.

I'm sorry for any grief that my mistake caused to you and Lat9.
