Default Whoops! Sorry, but you are not allowed to perform the action requested.

We relaunched our website www.expatforever.com by rebuilding from scratch on Zencart 1.5.3 (previous site was based on 1.3.9 ) on a new server (PHP 5.4 environment).

Since the relaunch all process flows are broken which basically makes the site unusable!

The process flows are related to "Sign up", "Sign in" (http://expatforever.com/index.php?main_page=login) and "Get a Quote"/"Email provider" ( please o n l y test with test provider Squirrelprod: http://expatforever.com/living-paris...roduction.html).
The "Email Provider" flow seems to works fine except that the alerts texts are not displayed. Our alert texts in all emails are replaced with: "This email is sent in accordance with the US CAN-SPAM Law in effect 01/01/2004. Removal requests can be sent to this address and will be honored and respected."
"Get a Quote" redirects to time_out page (Whoops! Sorry, but you are not allowed to perform the action requested.).

Get a quote and email provider share the same code with different flags. They also use different captcha (one is Google one is self-made).

Please help us solve this problem as otherwise we will not be able to use our site any more which represents a financial disaster.

I have 2 forms at product_info page having same action file with different flags
/aq.php?action=getaquote (which is failed and show me the error) (containing self made captcha, also tried with google captcha)
/aq.php?action=emailpop (which is working fine) (containing google captcha)

all the field names and variables in both form are same.
