Admin pages for mods 151 onwards

What would prevent the admin page for a mod installed in 151 to no longer display in 153 thru to 154. (I skipped 152.)

Have the conditions for displaying an admin page changed between 151 and 154.

Covered so much ground today that I cannot recall all that I did. In upgrading separately to 153 and 154, in both instances I imported the 151 db and then upgraded the db accordingly. Was expecting to see configuration menus and admin pages for the mods I had used in 151. Where configuration options were incorporated into the core admin menu, (eg column layout grid 231 and incextax), these items displayed but often changing individual configuration items had no affect until uninstalling/reinstalling the sql. In other cases, uninstalling/reinstalling the sql worked for events calender, both its admin configuration menu and admin page, but not for the admin configuration menu of colorbox, although I could access its configuration menus by editing the gID number in the address bar.
