New customer (without account) but didn't buy anything.

How can this be? I thought I would only get new customers without accounts if they bought something.

No, with COWOA an account will also be created.
Someone starts the checkout, and fills in his personal detail. Clicks on next, and an (COWOA)account is created. Then the new customer abandons the checkout.
If this happens a lot you may ask your self why. What is wrong in the payment and shipping page.

Is there a way to flag when that happens and ask the customer are you sure, or why do you want to cancel the order?
