Confusing information:

Previous images show order status 4 as complete, and order status 3 as in shipping. Did you swap the settings as design75 had suggested? <= 4 and >=3 although the default is
<=4 and >=2

Are le to enable downloads manually now by setting the proper status?

i'm trying change the status manually and right away refresh the hisotry page account . and nothing . i change to 3 and 4 . but nothing .

Well, the other thing is the update status value is set to 5 which is outside the permissable range of being able to download... Then seeing that the satatus has flopped back and forth between new order (status does not allow downloads as it is status level 2) and completed (status level 4)

As for "timing" sometimes have to clear browser cache, sometimes have to navigate away from the page, kind of depends on browser, etc. I have seen an immediate reload show the download options right away after updating the info in the admin panel.

There are three settings in a row related to downloads. From bottom to top: <= 4, >=3, and 5...

It has nothing to do with your current problem of a purchase not being set to allow download.

Take for example PayPal. You have it set to go to a status of 2 New Order when payment is received, or status of 1 -Pending if waiting on payment. And then I think it was 15 for a return... Okay, so let's assume a satisfactory purchase: status will be 2, downloads are not possible at status 2, because they must at least be 3 (your setting for >=3).

Either you need to increase the default success level for PayPal express, or you need to change your download minimum value. I tend to recommend setting the download values to >=2 and <= 4 as that is the default and many other things depend on those two values it seems... I have found code that will default to 2 even if other settings are something else.

You have a lot of different things going on for your settings and need to understand why they are/were set the way they were and what you are trying to get out of them. 15 status types? Can they be compressed to fewer? Are that many needed?

Those are a LOT of different status levels. And I can't tell which one means "This order is fully paid".

In original Zen Cart install, the following exist:
1-pending - means we have an order, but no payment yet. Waiting to receive payment
2-processing - means we've received payment too. For downloads, they are accessible; for shippable items, we're waiting to ship.
3-Shipped/Completed - means we've dispatched the order for shipping, and/or completed the order.
4-Update -- this is just a reset to reset all download-counts for downloadable items.

So, the "lower and upper" numbers for downloads, in a new zen cart site, are 2 and 4 respectively ... so that "processing" and "shipped/completed" and "update" all allow customers to access their downloads.

You'll need to figure out what "lower and upper" numbers suit YOUR order status numbers, and set them accordingly.
And then, as mc12345678 said above, set all your payment modules according to what status they should assign to paid orders.
