Shipping charge not posting but adding tax

Have been on 1.5.1 for quite a while with no changes. Using Paypal express and paypal Payments pro for same amount of time.
About 2 weeks ago customer called that it was not adding freight to his order. My items are Very Heavy and freight is often $200+. It was however adding tax, even though he is not in one of my taxable zones.
Some orders have come through just fine but while walking another customer through yesterday the problem appeared again.
I have been testing and it looks like it is consistently happening, so I have disabled express while I figure it out. But per my agreement with paypal, I have to have express operable to use payments pro, and I know some of my customers preferred it anyway.

It looks like you'll need to discover what the customers who are having problems have in common, probably geographically. I created an account and got to the checkout payment page with shipping costs still included (obviously I didn't complete the order). I used a Chicago, IL address.

OK, so 'PayPal Express' is a red herring. The problem has nothing to do with that.

I found that that

1) I can't seem to get any shipping quotes for UPS regardless of the cart contents or destination.
2) I can only get a Table Rate quote for items under 2lbs in weight.

My 1st tests were with heavier items, and I had no shipping quotes at all. I then found
2 Piece Rear Crankshaft Main Seal
Which apparently weighs 0.5lb. I was able to get Table rate quotes with 1, 2 and 3 of these added to the cart, but the 4th addition took it to the 2lb limit and no quotes were provided.

You'll need to fix this before PayPal (or any other checkout method) will be able to include any shipping costs.

I'm unable to say much about the tax being charged, but in all of my tests the PayPal checkout indicated a tax charge regardless of the destination.

You actually have several *different* things that need fixing for correct/reliable functionality, but PayPal express and/or Payments Pro are NOT one of those things.
