Default Moved to new host - need help with configure files!

Hi, I feel like I have read every single post on this issue on the internet and I cannot get this resolved on my own. I just moved my site from Dreamhost to Godaddy and it appears that the storefront is working, however I cannot get into the admin portion of the site. I keep getting the "System Setup Required" page. Originally, I installed the same version of ZC on Godaddy, saved the configure files, dropped all of my store files on top and replaced the configure files with the new ones that were created with the install. I've run the clear cache key, hoping that would help and it looks to me like i have my configure files set up correctly, but I'm not very experienced with PHP. Can someone please take a look at these and see if they notice anything "off"?

**I don't have SSL set up for this site yet, this site won't be ready for that for a few months. I'm moving to this server so I can redesign and play without breaking the ACTUAL site. Eventually, I'll get SSL for this site. but until then, it's not important. Maybe that is part of what is wrong...?

Is your admin folder name actually 'admin'?

when I move a site to a new server, I use blank config files and run the Installer once I have all the files moved into place, let the installer create the config files for you, then upload your database in place of the one that was created, make sure that you use the correct db prefix when you run the installer ( if you currently use one )
