Setup question

Hello all,

I was about to set up my express account and when I clicked on the icon to do so I noticed this mouseover:

"Already accepting credit cards on your website? Give your customers the ability to pay with PayPal as well."

Is that telling me you have to already accept credit cards to sign up for and use express on the site.......or is it just a come-on to get you to use PayPal Express and isn't dependent on a credit card at all?
