discount coupons not working as expected...

I have created a discount coupon to give an extra 5% off all items when you spend over £200 and i did the following

admin > coupon admin > add new

gave it a title
gave it a description
coupon amount:5%
minimum order: 200.00
code: mycode
uses: 200
users per customer : 1
start and end date and zone etc all set....

active at coupon, and then went to restrictions

category restrictions
top, allow

now when i go to my store and ive added 3 items that add up to £248 and go to checkout and enter the code i get the following message

You must spend at least £200.00 to redeem this coupon

tried deleting the voucher and then remaking it, but now get a warning... code with that code all ready exists... but its deleted!!

set the minimum sped to zero and now get

You must spend at least £0.00 to redeem this coupon

As you have no restrictions, remove:
category restrictions
top, allow
